   Exactly, “in a manner prescribed by law”. So all you need is a law, and the Article III is safe, and the soldiers live at your house.
   But don’t worry about Romney and Cheney. These people and no one in their family will ever serve in the Army, so you are pretty much safe from having them as roommates.

   Just wait a while. The part about during war “but in a manner to be prescribed by law” gives the government a lot of leeway. After all, we are always at war (against terror). I’m not letting Dick Cheney, Eric Holder, or Mitt Romney in my house!

   I think Article III has the most staying power. It’s the only one nobody ever disputed.
